San Francisco Lovefest needs medical volunteers!

San Francisco Lovefest (formerly called Loveparade San Francisco) is in its fabulous third year celebration of electronic music and dance involving 25 floats in a parade down Market St., 200 DJs playing at Civic Center plaza, and over 50,000 people dancing in the streets with many hundreds of volunteers that make it all happen. Similar to Burning Man camps, the floats in San Francisco Lovefest are produced and paid for by local and national collectives to showcase the creative spirit of the electronic dance music community.

San Francisco Lovefest is a non-profit organization based on community, and a community needs help keeping safe and healthy when things just go a little south of right. In that spirit, SF Lovefest is seeking medical volunteers to help with first aid, first response, and taking care of our own. Medical volunteers will be out working with the crowds, so you'll still have plenty of time to wander and listen to some great music while being there, just in case.

So what does it take to be a volunteer? You need to be a currently certified and practicing EMT, Paramedic, Nurse, or Doctor with at least one year experience and a willingness to volunteer some of your time. Volunteers will be working side by side with Lovefest's allied partners for advanced life support and clinical care, so you'll have extra helping hands when you need it. Oh, and did we mention that you'll get a neat tee shirt to top it all off? We look forward to hearing form you!

AURORA - Lawyers say it appears to be a first of its kind case in Colorado. A Denver woman is suing a 911 dispatcher for not sending police after two emergency calls for help.

Le Thu Nguyen was killed in 2001 after she was kidnapped and murdered by her ex-fiance, Omar Green. A witness and Nguyen's mother called 911 during and just after the kidnapping, but the 911 dispatcher who answered both calls wouldn't send police.

The Colorado Governmental Immunity Act outlines when citizens can sue the government and when they can't. In this case, the city of Aurora is immune from a lawsuit so the city is not named as a defendant.

The rules are different for when citizens can sue government employees individually, so Nguyen's mother has filed a lawsuit against the individual dispatcher who took the calls, Jeanette Price.

Susan DuVall, Nguyen's mother, says she still can't believe that when she called to report that her daughter was being kidnapped, that Price didn't believe her.

"I knew it was serious. I needed to give her the main concern of this call, her life was in danger," DuVall said.

Price didn't send emergency help even though an eyewitness, John Chauvin, who called 911 and talked to Price minutes earlier - while the kidnapping was still in progress.

Here is part of a transcript from Chauvin's 911 call to Price: "This black guy jumps into this Asian lady's car, like she was squealing away from him, and then he parked it in the parking lot still - he's still in the car with her."

Emergency help was never sent. Nguyen's body was found the next day.

The city of Aurora is now defending Price in the lawsuit brought by DuVall on behalf of Nguyen's two surviving children. The city says Price was reprimanded for her handling of the calls, but in court papers, the city has argued that there is "no evidence" that Price's actions were "anything more than simple negligence."

9News legal analyst Scott Robinson says that wording is key, since proving negligence isn't enough to win a case against a government employee.

"It isn't enough to show that the 911 operator didn't do her job very well," Robinson said. "They have to show that she was willful and wanton, which essentially means that she completely disregarded the rights of a human being and ignored the emergency calls."

Susan DuVall's attorneys, Gregory Gold of Greenwood Village and Jeffrey Hill of Colorado Springs, argue that this case rises to that higher level. They cite Price's tone of voice and her repeated attempts to end the 911 calls after being told of the urgency of the situation.

"How much more of an emergency do you want before you send the police?" Gold asks.

Because of statutory caps - if DuVall makes it to court and wins - then most experts say she could hope to collect is $150,000 dollars per child.

If that happens, the unresolved question becomes this: Would Price have to pay it herself - or would the city pay it for her. Robinson says while the city is legally obligated to defend Price, the city is not obligated to pay a judgment if Price's conduct is found to be "willful and wanton".

Because the case is still pending, the city of Aurora said Jeanette Price would not be able to comment.

Omar Green, Nguyen's ex-fiance, was convicted of her murder.

WICHITA, Kansas, Aug 23, 2005 -- The federal government wants to change the way police and other emergency responders talk to each other in the interest of national safety.

Law enforcement and emergency personnel have been using 10-codes for years. But in case of a national emergency, the United States government wants everyone speaking the same language: plain English. If they don’t, the government is threatening to withhold federal funds.

About half of everything the Sedgwick County Dispatcher does is in code.

"We think it’s in our best interest, naturally, to comply with that but over and above that the clear text is probably a pretty good idea," said Randy Duncan, Sedgwick County Emergency Management.

Duncan said the codes often differ from jurisdiction to jurisdiction and can cause confusion when agencies try to communicate with each other. So Sedgwick County will start gradually switching over.

"It’s very simple -- you should say what you mean and mean what you say."

But Kansas Highway Patrol Trooper Ryan Tauer said it’s not that simple.

"When time is critical on the radio, you don’t want to have someone who is talking forever trying to give a synopsis of what’s going on when you can use just a 10-code," said Tauer.

In addition, Tauer points out that using code is sometimes necessary for security.

"Because the suspect we have with us doesn’t necessarily know we’re talking about them or what we’re talking about. It’s just an officer safety issue."

Still, with millions of dollars in emergency preparedness money at stake, the federal government will likely have the last word. They are calling for all departments to start talking in plain English by next September.

Greetings all!

Another year is quickly going by, and Burning Man is looking for Dispatchers for the Emergency Services Department communications center.

http://www.burningman.com

The event dates are August 29th - September 5th, 2005

Burning Man's communications system is maintained, set up and torn down yearly by ESD communications technicians. The ESD dispatch center operates similarly to a 911 PSAP. The biggest difference being all those requesting fire, medical, crisis intervention or law enforcement assistance and responses do so through the radio system. There is no phone system in Black Rock City, but emergencies and assistance requests are made by approximately 500 staff members utilizing the radio system before, during and after the event. A common call-in channel (known as 911 by the system users) is reserved for all assistance calls to ESD.

We run 8 hour shifts with 3 dispatchers per shift and a supervisor in the comm center. We're utilizing Zetron 4018 consoles, up-to-date computer equipment and in-house CAD software that's easy to use and streamlined for our purposes. We consider our dispatching operations to be more tactical in nature, as we periodically will have to modify or alter our response protocols during the event depending on operating conditions. We find dispatchers who work well under changing operating procedures and tactical situations excel in our system. Those that have trouble adapting to a different environment than they’re used to may not be well-suited to our situation.

All dispatchers committing to a minimum of 3 shifts are granted a free ticket for entrance to the event and are fed during their shifts. You will be provided with all necessary uniform supplies and credentials. Those committing to 5 shifts or more have the opportunity to possibly obtain further compensation in the form of additional tickets, payment for expenses incurred while being at the event and other fringe benefits.

Professional dispatchers are an asset to our team, but we have plenty of seasoned dispatchers that come from a variety of backgrounds. This includes military communications, amateur radio operators and even a few with no communications experience beyond Black Rock City. We actively promote balancing your volunteering experience with plenty of ‘play time’ at Burning Man, and desire to see dispatchers take enough time-out for themselves during the event for entertainment and enjoyment.

If this sounds like an opportunity you’d be interested in, and would like to have some great stories to tell your co-workers of calls you never thought you’d hear over a radio, please drop me a line and I’ll be happy to discuss the experience with you.

Last night we had an audible alarm at a liquor store. The business was secure but we had a callout respond. Well....the callout showed up drunk as a skunk! He was the liquor store owner. Was active DOC and was restricted from drinking and purchasing alcohol. We arrested him for DUI.....what I want to know is how can one be restricted from purchasing alcohol and still run a booze shop? Nice!
